For example, if he is describing an action that was carried out by his angels, he may use the pronoun "we" to refer to both himself and his angels. Kings and presidents use the pronoun "we" to issue orders and show their authority. In the same way, Allah uses the pronoun "we" to show his majesty and sovereignty.
